The In 2005,
Solin and Associates, Inc., was awarded a contract by the Escambia
County Board of Commissioners to prepare a study of Perdido Key and
recommend how to achieve a removal or increase in the dwelling unit cap by
amendments to the Comprehensive Plan and Land Development Code. The
amending process would require upgrading Plan policies impacting issues
listed below. A series of interviews with Community leaders and a
Community Forum at Bailey Middle School on Feb. 23, 2005, were conducted
in order to solicit public comment. The
Solin Report
was then presented to the Planning Board and upon completion, to the Board
of County Commissioners. PKA members actively participated in and welcomed
the independent nature of the
Solin Report.
We believe that this collection of data related to the island growth
patterns is an invaluable resource.

The target issues
studied were as follows:

Quality of life
Perdido Key’s past and future development, building density, intensity,
and height
Private property rights
Economic development, including recovery and redevelopment
Housing opportunities
Development of neighborhood
and community commercial services
Infrastructure such as roads, water and wastewater systems, and drainage
systems
Multi-modal transportation facilities such as pedestrian and bicycle
systems linking residents with activity centers
Hurricane evacuation and public safety, including emergency service
delivery systems
Conservation of the Key’s natural resources
Urban amenities, such as a community/civic center, recreation and open
space systems, beach access, parking, landscaping, gateway enhancement and
aesthetics
Unfortunately the County Commissioners found some of Mr. Solin’s comments
critical to administrative policies and the report is no longer available
on the county website, but it is available here:
